**This is a minivan that wheels the chair up a portable ramp in the back. Wheelchair cannot exceed 31 inches wide from outside wheel to outside wheel and 54 inches tall with person sitting. If patient is in a scooter they must be able to transfer from scooter into van seat and then scooter is placed in back as there is no way to secure a scooter with person in it. Disabled Parking Permits
Applications for Permits (also available at all County Clerk’s offices.) Permit requires a doctor’s signature and license number on the application for the permit. There are no fees for handicap placards. Applicant’s signature must be notarized, which can be done at any County Clerk’s office. Notary fee is $2.00. Temporary disabled placards are valid for a 3 month period and permanent disabled placards are valid for 2 years (and can be renewed twice). TARC3 (Transit Authority of River City) ADA Paratransit
All TARC routes are wheelchair accessible. The front of every TARC bus has priority seating for seniors and citizens with disabilities. All TARC routes feature buses with either lift mechanisms or ramps to assist customers in wheelchairs or with other mobility impairments.
Kneeling buses are available on most buses to make boarding easy for mobility-impaired passengers including elderly persons and passengers using crutches or canes. Kneeling buses are identified with a decal near the front door.
If disbilities prevent you from using regular routes, TARC also provides a door-to-door service known as TARC3.
TARC3 ADA Paratransit Service provides public transportation for people with disabilities who cannot use regular fixed-route bus service.
The ADA states that TARC’s regular bus service should be the primary means of public transportation for everyone, including people with disabilities. Under the ADA, TARC3 will serve as a safety net for only those persons who do not have the functional capability to ride TARC’s regular buses.
TARC3 Paratransit service is a shared-ride public transportation system, enabling routes and schedules to be structured to transport multiple passengers on the same vehicle to multiple destinations.
Service Area
The TARC3 ADA service area is up to 3/4 mile from fixed route bus lines, excluding the express routes. TARC3 also provides non-ADA paratransit services to other service areas under various contracts and funding sources.
Door-to-Door Service
TARC3 Paratransit service is a door-to-door public transportation service for people who are certified as ADA paratransit eligible.
Door-to-door service means that drivers will assist passengers from the outside door of the point of origin and to the outside door of the destination.
